The thesis

Recommend an IaC PR (CloudScout, live). AION signs the cost-and-routing evidence today; policy enforcement (cheaper-model routing, approvals, blocks on risky data movement) is the roadmap slice on the same policy plane.
03 / verify
After the change or policy ships, a verifier replays the next billing cut and writes one event per validated dollar. Notional savings never reach billing.
